Minister of Communications and Digital Technologies Solly Malatsi told parliament this week that the country’s analogue switch-off is temporarily suspended with no new date set. The analogue switch-off is the process of turning off all analogue television broadcasts so that only digital signals remain.
The original plan was to have 80% digital TV coverage by the 2010 FIFA World Cup and to complete the analogue shutdown on 1 November 2011. That deadline was missed, as were later targets in 2015, March 2022 and 30 June 2022. The 30 June 2022 deadline was struck down by the Constitutional Court after broadcaster E-tv successfully argued it was irrational and unlawful.
In 2023 the department, then led by Minister Mondli Gungubele, announced a final timeline and managed to switch off analogue services above the 694 MHz band in July. The remaining deadline of 31 December 2024 was again postponed, first to 31 March 2025 by parliamentary approval and then suspended by the High Court a few days before the new cut-off.
Malatsi said the department is now reassessing the migration timetable and is engaging with relevant stakeholders to reach a smooth resolution. He noted that the High Court ruling in March 2025 left the process without a fresh deadline.
For broadcasters, advertisers and equipment suppliers the indefinite pause creates uncertainty. Free-to-air channels such as the SABC rely on analogue frequencies to reach households that cannot afford set-top boxes. A sudden switch-off could leave those viewers without any television service, a concern raised by the SABC and eMedia during the last postponement.
Telecom operators also watch the saga closely because the spectrum freed by analogue TV can be repurposed for mobile broadband, including 5G services. The longer the analogue signals remain, the slower the rollout of additional capacity that could benefit small businesses needing reliable internet for point-of-sale systems, online marketing and cloud applications.
From a consumer perspective the delay means households continue to use older television sets without digital converters, limiting access to high-definition channels and interactive services. For low-income families, the cost of a set-top box remains a barrier, and the government’s promise of universal digital coverage is still out of reach.
The department’s annual performance plan now calls for a fresh assessment of the migration schedule. No official statement has confirmed a new target date, and the High Court has not indicated when it might revisit the matter.
While the switch-off has become a political footnote after fifteen years of missed deadlines, the underlying issue is the efficient use of a valuable part of the radio-frequency spectrum. Until the legal and logistical hurdles are cleared, both broadcasters and telecom firms will have to operate in a limbo that slows investment and limits service improvements for South African households and small enterprises.

Four missed deadlines across roughly 15 years is not simply a case of poor project management; each postponement has had a distinct legal or political trigger, a successful court challenge from a broadcaster, a change of minister, a fresh legal review, which means the analogue switch-off has never actually failed on its own technical merits so much as it has kept losing the political and legal fights around it. That pattern matters for anyone trying to plan around a future date: the technology and infrastructure required to complete the switch-off have been largely ready for years, so the binding constraint has consistently been legal and political consensus, not engineering capacity.
The practical cost of the delay compounds the longer it continues. The radio-frequency spectrum currently tied up by analogue broadcasting is the same digital dividend spectrum being repurposed for mobile broadband capacity elsewhere in the world, and every year it remains allocated to a shrinking analogue audience is a year South African mobile networks operate with less of it available for 4G and 5G expansion, a capacity constraint that shows up eventually as more congested networks and slower rollout to underserved areas, exactly where affordable, reliable connectivity would matter most for small businesses.
